I can't find the press release so here is a link from XP MCE (I wish marketing would email us Microsoft bloggers before announcements...), Windows XP Media Center Edition 2005 Will Expand to 20 Additional Markets Worldwide:

Ed Bott does a great job of explaining that, You CAN legally buy a copy of Media Center Edition.
Just remember, if you buy Media Center from a system builder supplier, like Newegg, you will not get any suppport (and as those of you have emailed me know, I'm awful at responding to support questions :) ).
